    Joanna Schwartz is Professor of Law at UCLA School of Law and one of the country’s leading experts on police misconduct litigation. https://law.ucla.edu/faculty/faculty-profiles/joanna-c-schwartz.

    Professor Schwartz is the author of Shielded, How the Police Became Untouchable. The book is an examination of how the legal system prevents accountability for police misconduct. Her scholarship includes articles empirically examining the justifications for the qualified immunity doctrine; the financial impact of settlements and judgments on federal, state, and local law enforcement officers and agency budgets; and regional variation in civil rights protections across the country.
